Do not confuse VRAM (permanently attached to the graphics card) with system RAM (the kind you can remove and replace). Retailers like Newegg and Amazon let you drill down graphics cards by the amount of VRAM. If you are buying a complete computer system, pay close attention, and ask if the amount of VRAM isn't stated.
Photoshop needs 512 MB for 3D features (among other requirements), and recommends 1 GB:

Without sufficient VRAM and OpenGL level, Photoshop will run without 3D features or improved interface.

VRAM is not something you can buy and install. The chips are directly attached and cannot be replaced by the user.
If you have a desktop PC then you can get more VRAM by installing a new graphics card that has more memory. If you’re on a laptop then you have to buy a laptop with more VRAM.

At the moment I am using a 4 gigs of vram for my gaming computer, for your needs I would recommend 2 gigs.
