No its jurisdiction does not go that way, it can and does often help homeland security on issues affecting terrorism alerts. The Justice department through the FBI is supposed to affiliate with US police departments when its federal correct or when asked to by the police departments.

Probably.
The CIA does have investigative authority within the United States, so long as they are investigating foreign nationals.
They can not investigate U.S. citizens in the U.S.. They may however investigate U.S. citizens abroad.
Source(s): There was a well known case in San Diego where they assisted San Diego with a murder sucide in which a U.S. citizen murdered his wife and family, then committed suicide. The CIA got involved because the suspect, although American, had helped the CIA to locate U.S. hostages in lebanon during the 80's and the CIA wanted to ascertain whether the man really killed his family, or if it was retaliation by foreign terrorists for helping rescue hostages ... or whether it was foreign drug smugglers who he had been ripping off.
