eBay started as AuctionWeb was founded in California in September 1995, changing its name to eBay in Sept 1997. I myself didn't join eBay until May 1999, not very many people where savvy about eBay yet, like in a the early 2000's.
So not sure what you mean by "in canada" but if you had the internet in 1998 in Canada you could have certainly used eBay.

Yup sure was (I'm Canadian and was buying on there in 98) but I don't think "eBay dot Ca" (ebay.ca) came out until maybe 99 or 2000
