A candidate needs 270 electoral votes to win the Presidency. This represents a majority -- one more than half -- of the current 538 electoral votes cast.
(535 for the states and 3 by the District of Columbia)
(A tie vote of 269 for each of two candidates is possible. If no candidate receives a majority of the electoral votes, the election is sent to the House of Representatives.)
So, go by the 270 figure...anything less than that

It doesn't go by popular vote.
It's all about winning the right number of electoral votes, namely, 271.

I'm not sure the EC electors are required to vote for the one getting the majority of votes in their state...they could vote for whomever they want to.
