I am planning to lease a new vehicle. Who should do the basic maintenance (oil change, rotate tires) should I, mechanic shop, or dealership?

The new vehicle will come with an owner's manual and the manual will have a section on scheduled service and maintenance. As long as the service intervals are maintained, it really doesn't matter who does the work. Keep your receipts to prove that the work has been done, and you should be good.

The lease itself will stipulate who is to do the maintance. Follow that guidance to avoid any unnecessary fees at lease end.

Whoever the lessor stipulates in their contract with you.
