Its just that on shows like victorious and other nick/disney shows the characters are meant to be 15-16 and they look like adults?
im 15 and ive never met a 15 yr old that looks as old as they do lol

Most of the time, no. Michael J. Fox was older than his character of Alex Keaton on Family Ties. A lot of people play characters that are younger than they really are.

hardly ever is a person on tv playing the same age as they are
They are normally a few years older

No, they are usually slightly older actors playing younger characters. Especially when its teen characters.
