But hair being rubbed on (socks, long sleeves, wash cloth each time you take a shower using body wash), those can.
My husband's legs are so soft, he wears socks all the time! Mine had gotten softer, silkier, and less legs hair, but aging gracefully does that too, and I haven't shaved my legs for 5-8 years. I used to have hairy legs & arms!
I used to pluck my eyebrows and mustache like everyday, now it's weekly or less.
Eyebrows, & lashes, including facial hair only grow a certain speed & length.
Putting anything on them, specially Vaseline or oil does NOTHING to the growth.
That's why someone invented eyebrow pencils.
My sister plucked her eyebrows when she was 17, ONE TIME, and they never grow back. She had double mastectomy by age 35. Even now that she's in her 60's, they never grow back, she never had chemo, either, but every morning she would use eyebrow pencil to line her eyebrows out. Mom had Paget Cancer by age 89, and her underarm hair never grow back, she also doesn't have legs hair. She does have a lot of hair on hear head, pubes, and eyebrows, eyelashes, no mustache.
