I have a question about the property next to the street as to whose it is?

The city found a busted water pipe between the street and my fence. According to them, since it went through my meter I have to pay for the "extra" water that leaked out. The city ordinance does not say that but it does say it is up to the city who pays for it. I pay my bills on time but I don't think this is right. I need some legal advice as to weather they can turn the water off if I don't pay the extra. And can I get them to change the ordinance somehow? Is this fair?

    It's yours. get used to it. The meter outbound pipe belongs to you. The very best you can do is get an adjustment on your sewer fee for the extra water. This is what I did. The rest I paid. Why? Because I own right up to the street. The city has only the right of easement for 3 feet up my lawn from the curb. That does not mean they own it.

    And YES, they can and will shut you off for non payment.

    As too who owns where you can see? Your mortgage and title work.

    In my area any pipe problems before the meter are the cities responsibility and any problems after the meter are the property owners responsibility.
