It's easy to limit the connected devices' wireless internet speed with My WIFI Router app. First you can try to turn on a home wireless network with this app over a windows PC. Once devices get connected, you can right click the device and limit internet speed with a percent list. Also you can move your neighbor into blacklist if he steal your WiFi.
