why do questions that start with 'I am 11', or 'I am 12', or 'I am about to turn 13', remain, even though they have been reported.

Because the reporter(s) have a lower TR than the under 13.

They may stay up if users are reporting them using the top report button.
Underage users should be reported using the bottom report button and Underage written in the details. I copy and paste the part saying they are 11--10--12 or whatever they claim to be.

As long as they aren't sexual in nature, they tend to remain. Yahoo usually deletes sexual questions from children under 15 just for common decency I guess.
