Is this a solenoid or starter problem?

Update:

Just went out to my car to go to work but the engine won't turn.

All the lights and instruments and radio comes on, but it just whurrs at me and won't do anything.

I've got an 09 Cobalt with 75k miles.

    Sounds like the bendix drive isn't being engaged by the solenoid. As long as the bendix drive & flywheel teeth are good, a new solenoid would cure your starter problem. But do you trust that the starter will go another 40k or so, after this work?

    Doesnt matter solenoid or starter, you replace the entire assembly these days. Starters are dime a dozen. If the starter just free spins, either starter loose, gear stripped or flywheel issue. I would replace starter & look at the flywheel when its off. Usually a starter issue

    If you hear a whirring noise when you turn the key to start then I think you are missing some teeth either off the starter pinion gear or the flywheel, maybe both.

    The solenoid is built into the starter so if either is bad you just replace the starter.
