As the adopted child of US Citizen parents, he is a US Citizen.

One may argue that the Kents falsified documents therefore the adoption is not valid. If that was the case, superman would be a foundling. A child of unknown orgin found in the US, is a US citizen unless proved otherwise before his 18th birthday.

As Foofa notes, he was legally adopted by the Kents. That made him legal.

Further, there was no law (that I'm aware of) that prohibited someone born on another planet from being adopted.
