winter date outfits ideas? is a black cotton dress ok?

So I've got a date with my boyfriend in Rome (we live nearby) after a month I've been traveling over Europe for work,and he's been taking classes to become a social carer... And we really can't wait till weekend so we are seeing today as well!

My flatmates say cotton is not acceptable to wear in winter and that I have no taste in fabrics (i wear wool and cotton sometimes silk and linen) so is it suitable to wear a super cute black dress I've got from sales yesterday that is in cotton? It has long sleeves but I'm adding a nice navy cardigan, extra extra extra thick grey thights and black boots?

Plus I have chocolate brown hair (with copper and golden highlights in the light) light brown eyes and pale skin with cool undertones and for make up I'm thinking about ye good old black eyeliner plus mascara and maybe some coral lipstick because we are going to a fancy place! Any ideas for make up? How about my outfit? Any advice?
