little black dress make up?

I have pale skin with cool undertones, light brown eyes chocolate brown hair about shoulder length (very sleek) and I'm going to an important event tonight... I'm thinking to wear a little black dress, black cardigan, pink scarf and boots because I don't have heels (I'm 1.75 m! I don't need them) and I don't have time to do fancy make up so I am thinking to do either black liquid eyeliner plus tons of mascara or red lipstick or brown kohl at the outer corners of my eyes (they are small) and coral/orangey lipstick.... Do you guys have any idea? Advice? Is going to be a glam date so I'm a bit concerned the lipstick might smudge but. My eyeliner sucks and doesn't intensify my eyes enough (unless I don't do like 5 layers!)
