People do all the time. Asking for help with homework does not violate community guidelines. However, in certain situation you would need to be weary of plagiarism; for example, if I were to ask about information on Valley Forge, and someone copy/pastes a wiki article, and I put it in my paper, it's still plagiarism even though I didn't physically go to Wikipedia and copy it myself. But I see people ask for help with math and chemistry problems on y/a all the time.

I answer a lot of homework questions. I seldom do all the questions. I give steps only usually with examples.

I've actually reported questions where someone used a cell phone to take a pic of their exam and ask for questions and nothing ever happens
the questions never get deleted

If a student cannot do it despite a big struggle and best effort, then it is justified to seek help. He can learn better by the help that is provided. Nothing can be done "all on your own without nobody's help". Its not cheating in my opinion. Sometimes help is needed. That's human nature. You can't blame the person.
