Must the ITIN applicant present himself in PERSON to the Taxpayer Assistance Center?

I live in CA. My brother is NRA and lives in Europe. He needs to apply for the ITIN and he's asking me for help. Can I go to a Taxpayer Assistance Center with all the proper ITIN docs and his passport? Or, must himself be present?

    I think your brother should be able to go to the U.S. Embassy in Europe and apply for an ITIN. Your brother can also provide and submit a copy of two legal but separate documents to the IRS office if he is abroad. Best bet is to look up form W9 on the IRS.GOV website and look for W9 Instructions.

    it can all be done by mail, no personal appearance is required. note that there are agents in place in major European cities who can do this on the spot.
