why does Y!A let trolls delete questions?
Questions and answers get deleted all the time for no reason. They offer an appeal, but let's be honest, that process is complete b.s., they don't review anything, you'll never even hear back from them. It should be innocent until proven guilty, not guilty because some level 7 troll wants to abuse powers they shouldn't even have in the first place! Y!A is a lousy sight that literally promotes bullying and harassment, just as long as you answer enough questions. Why don't they make any attempt to fix this, to correct this abuse?

They don't. When those who make this kind of complaint actually provide information (which is rare) it virtually always comes down to some angle of the rules that the complainer was unaware of, or disliked having to follow.
You're mistaken in another respect: level 7 gives no special reporting powers! The only special power of level 7s is the much-misused ability to move questions to a different category.

1. Anyone can report a violations - not just Level 7 users. Whether that leads to a question being deleted is about trust status, which is not the same as levels.
2. It would be lovely if every report was checked before being deleted - but the number of staff required would be enormous, and there is no way that is going to happen with a free website (and no-one would pay a hefty fee to use Y!A)#
3. The appeal process does work - not every time, but I have had appeals both accepted and rejected.

Reasons for deleted questions, answers, or comments
Content on Yahoo Answers may be deleted for several reasons
It violates the guidelines -- Either Yahoo or the community determines that your content is in violation of the Yahoo Answers Community Guidelines or Terms.
The asker deleted it --If the question doesn't have an answer yet, the asker can delete it.
Yahoo reserves the right to remove content that we determine to be inappropriate and/or in violation of the Yahoo Answers Community Guidelines or Terms. We hope this helps you understand why your content was deleted.
Additional Information
If your content is deleted, we'll send a notification via email telling you that the Yahoo Answers Community has deleted your content. The email will also contain a link to appeal the deletion. All appeals will be reviewed by Yahoo Answers Customer Care and you will receive a notification of the outcome of your appeal via email.
