If someone is 23 and covered under parents' health insurance, but cannot be claimed as a dependent are they safe from the insurance Tax?

    You have to have health insurance. So, since they have health insurance, they're good. The word "dependent" has nothing to do with it.

    Yes. The rule is just that you have to have insurance. It can be from your parents, your job, the government, or anywhere else.
