    Look at your balanced equation:

    2mol NaOH react with 1 mol Cl2 to produce 1 mol NaClO

    You have 1.23 mol NaOH - this will react with 1.23/2 = 0.615 mol Cl2

    You have 1.56 mol Cl2 - which is in excess

    Conclusion: The NaOH is the limiting reactant.

    Again from the equation:

    2 mol NaOH will produce 1 mol NaClO

    You have 1.23 mol NaOH

    This will produce 1.23/2 = 0.615 mol NaClO
