Abusive Step-Dad......Need advice?

So my boyfriend' step dad is abusive. He was considering emancipation but he is not yet 16. But he doesn't want to stay at home. He doesnt want to go into foster care. Right now he has been staying with friends and other family. But we cant do this forever. I need advice. Anything helps. Thank you.

    If he wants to get away from his abusive "home", he needs to tell someone he trusts. An adult like a teacher or a counsellor at his school. An investigation will be conducted, and there is a chance he will be placed in foster care.
