Not alone. Diabetics are prone to dry skin but it isn't the first symptom you would notice. Dry skin, especially on the elbows, can be caused by a number of things including things as trivial as winter, what your wear that comes in contact with your elbows and how much you prop yourself up on your elbows.

Get some lotion and apply it several times a day. That should help.

No ones going to be able to make that prediction. You may never develop diabetes or pre-d. It may happen when you are in your 80s. It may show up next year. They don't know for sure what triggers diabetes, they just have certain things (like overweight, like sedentary life style) that make it a little more likely, especially when you combine the two. If you are worried about it, have your doctor give you an annual A1C test and track whether the number begins to go up a little each year or not. If you're already living a very healthy life style though, don't know what knowing in advance that you're going diabetic each year will do you--they don't have a cure.
