No! two wrongs do not make a right......... while you are paying rent according to your rental agreement you are in the right and the landlord in the wrong...so continue to pay rent and report the heating IN WRITING mentioning the date you first told the landlord...the landlord is in breach of contract

Generally, no. Depending on where you are, you may be able to report the landlord to someone. You also may be able to do a repair and deduct to fix the problem yourself.

Yes. Contact the health department and the building inspector for your town to apply additional leverage.
