what is the best phone around no higher than $150 that i can buy second hand and use as a wifi device like an ipod touch, but that doesn't run ios. preferably not a windows phone

If you don't want iOS and Windows, then it's Android. You can get the Samsung Galaxy S3 in good condition for that price or Nexus 4 in mint condition. You can also get Moto G in mint condition. These are the best smartphones you can get for $150 or less. If you need any smartphone without contract or unlocked at reasonable price, mail me for more info.
