It isn't, it is one of the worst if not the worst for downloading different apps because:
1. Unlike many flavors of Linux, there is no package manager
2. Only certain new versions of Windows have something resembling an app store, and even that is a walled garden
3. Their app store is very limited compared to the Linux (Android) and Mac (i*) stores.
4. There is no way to switch revisions for apps the way there is from a real package manager.

There are undoubtedly many choices when it comes to the variety of applications and games available in case of windows. But unlike android or linux user, the windows user has to spend several hours on internet to find the application he needs.
