Hello,
What the "best" places are largely depends on your personality and preferences.
If you want nice beaches try Lampedusa, Italy, one of the Greek islands, or Split, Croatia.
If you want to party go to Barcelona, Zurich, or Istanbul.
If you want natural beauty think about Chamonix, France, the Romanian countryside, or the coast of Norway.
And these are just a few options! Europe is a big and amazingly diverse place so it is good to think about what "best" means for you!

It rather depends on the over 18 year old. What are your interests? What do you like? (eg if you prefer cities to countryside, a hiking holiday in Italy may not be your thing)
