Is a 19l tank OK for a betta fish?

So I'm getting a betta fish soon, I have already brought food, water conditioner, a hiding ornament, gravel and a silk plant for the fish. I'm on a budget, and the cheapest tank is £22 - 19l (4gallons) and comes with a filter. Is this big enough? The tank is from pets at home so it should be okay. Also, what other safe plants can I put in that are cheap off amazon? Thank you.

4 gallons will be fine. You need to buy an adjustable heater though, he needs a stable tempurature of 78-82. You can add more silk plants, live marimo moss balls, java or christmas moss, anubias, duckweed, lucky bamboo, a banana plant .... Just be sure that the betta has clear access to the water surface at all times!

The banana plant ant lucky bamboo are purelly ornamental, as they are not water plants. so even though hiding places are good for a betta. dont take up too much swimming room with these.

19l is actually a bit closer to 5 gallons, which is perfect. However, depending on where you live, I would also invest in a heater. Bettas are tropical fish that enjoy a water temperature between 75-80*F. Also, lots and lots of leafy silk plants! It entertains them, gives them places to hide, and even places to rest.
