I was playing PS4 and power goes out. It's still out so I don't know if it ruined the PS4 or not

No. The power outage doesn't ruin it. It's the power surge that ruins it. That's why you get a surge protector.
When it turns back on there might be a voltage spike. It's like plugging a 110v plug into a 220v outlet.
If you don't have a surge protector, unplug it.

If you don't have the playstation hooked up to a power surge protector, then possibly.
