Car won't shift out of park, and tail lights don't come on sometimes?

I have a 2001 Mercury Cougar, automatic. Lately, I have not been able to shift out of park while pressing the brake. The shift button is locked and won't budge. I basically keep pumping my brakes until it decides to let me shift. I also realized that when it is locked, my brake lights don't come on, but do as soon as it unlocks. I have had no problems with my actual brakes. My first though is if there is a sensor between the brake pedal and the gear shift/brake lights that is possibly bad? Any ideas?

    It is not the tail lights that don't work it is the brake lights. It would be wise to repair them and then the shift lock problem will go away too. And if you happen to look in the owners manual you will be able to read how to override the shift lock. But don't use that to put off getting the brake lights fixed.

    brake sensor switch mounted at the top of the brake pedal. Maybe needs adjustment, maybe needs new switch.
