Why was the Lee Rigby murder deemed to be a 'terrorist attack?'?
Admittedly, it brings terror ti the streets of London, but an 82 year old grandmother was beheaded in a garden in Edmonton last year (murder the same way) and that wasn't.
Firearms police picked up the two murders (logically) but when a nutter was roaming around Leytonstone with a machete in 2011 (look up on YouTube) it was left to the normal beat police.
Is there a criteria which determines what is a terrorist attack and what isn't?

It isn't, it was just a horrific murder, the media and government turned it into a terrorist attack in order to promote their war on terror, money-spinning, oil for bombs scam.
An elderly Muslim man was murdered by a white youth around the same time but it never received 24/7 news coverage with experts and all the other bells and whistles.

I see SlimCheesy has answered your first question so I'll take care of only the second one you asked as that remains unanswered thus far.
In order to qualify for terrorist status in Western media you MUST proclaim to be Muslim, that's the first thing. The second and although not necessary is useful in gaining that status, is if you're also Asian or black.
So that's the two 'main' criteria, notice the first is a mandatory criteria fulfilment and the second is a desirable.
If someone commits a murder but they do not meet the criteria then they are simply labelled murderers or serial killers if they've multiple victims.
If an Asian Muslim man commits mass murder in say Saudi Arabia, he is labelled a murderer/serial killer but the same guy does it in England and he's a terrorist but if a white Christian man commits mass murder in Saudi Arabia or in England, he is branded a serial killer in BOTH countries.

Terrorist acts, have a political motive. In Lee Rigbys case the motive was to highlight iraq and allied attack 9as they saw it) upon Muslims.
The old lady was murdered for a non- political reason.

I don't think there is a criteria, it was just this was done by possible Jihadist terrorists and thee others weren't. The Lee Rigby became massive though more because that it happened in a street in the middle of London, if it had happened in say a back street of Walthamstow it wouldnt have been so big.

I think it was the two men who killed him who deemed it a terrorist attack from the very start with them wanting to be filmed in their act.and their words from the Koran. The BBC had a field day showing how PC they were rolling off their unpronounceable names off their tongues. Glib BBC.I would have stumbled on them on purpose to show my contempt for them.
Their act of targeting a serving British soldier made it a terrorist attack,slightly different to their usual guns and bombs.
The other crime the asker mentions was just that a crime carried out no doubt by an immigrant.

The event was carried out to deliberately cause terror, it had a political motive to it, hence it being described as terrorist

Because the murder was politically motivated. They killed him because he was a soldier and therefore represented Britain.
