Countries - Bangladesh, Somalia. States - it depends on whether you are buying in the rural north, without utilities and 30 miles from your neighbor or any store, in a central downtown congested city or an attractive suburb with multi-million dollar homes.

Farm country tends to be a lot cheaper than pleasant sunny locations or dense metro areas.

Arizona and New Mexico are pretty cheap where there isn't any water and probably the same for Nevada and parts of Texas.
