What is it when a ship "waves" off another in the military?

For example, I was reading a book about the Java Campaign in World War 2. One of the ships was heavily damaged and another came up to rescue the survivors, but the ship "waved" off the other. I know it means that they are fine and they can go away, but what exactly is it? Is it a simple hand gesture or a radio broadcast?

    The "wave off" can be signaled by hand gestures from the bridge, by radio, or by flag signals.

    in WW ll, it was probably done by flags or by morse code with a flashing light
