Typically, once the ex is identified and located, he is given the opportunity to sign a consent to adoption. If he does not respond, or declines, court action is necessary to terminate his parental rights if the adoption is to proceed.

I don't know specifically. But my step dad tried adopting me. And had all of the paper work done in about 2 weeks, but they needed to ask my biological father, he was an abusive creep, and my mom decided she didn't want to face him, soooo I never was.
