Trans in P, not running. lock then level. You can switch between H/L while moving, but must be stationary to engage 4wd.
4WD will not help on slippery, ice and snow - leave it in 2wd. on ice/snow 4wd becomes 4 wheel slide. 4WD is useful on gravel, dirt, grass and uneven terrain, where at least 2 wheels are able to get good traction. Ice/snow you will be in better shape if you can shift to neutral if you start sliding, to stop driving forward and regain control of the wheels. Fewer wheels moving will yield better control. Put some weight in the bed, near the rear axel to help with your control.

Trans in Park.
Lock hubs first.
Can shift from 2wheel to 4wheel high (and back again) on the fly.
Must be stopped (not moving, trans in any gear - neutral or park preferred) to shift to 4wheel low.
You can run 2 wheel drive with the hubs locked.
Park the truck and unlock the hubs to disable 4wheel drive.
Do not run transfer case in any 4wheel mode with hubs unlocked.
Source(s): I run my '95 with the hubs locked. That way I can get in and out of my driveway by shifting to 4high. While there is no limit, I do not run locked hubs over 50mph. - Anonymous6 years ago
