question about going to ukraine and exchange rates?

I've heard the exchange rates can vary alot from the bank to kiosks and so on the official rate is around 1 dollar to 28 hryvnia but I read people were getting 39 hryvnia per dollar. How to I get this better rate haggle? Only go to a kiosk? Find an individual that wants dollars? Avoid the bank?

    exchange rate changes everyday, hryvnia losing its value every day, I have heard of hitting upper 30s but I read today is 30, official anyway. I am going to send some money to my relatives with Western Union, last time, in January, they said it was difficult to get dollars in the banks, If you are planning to go, I suggest you inform your bank and use ATM anywhere to withdraw your money or credit card to shop anywhere they accept it, you will get the best rate. Just use the usual caution and don't flash your cash, jewelry and gadgets. Good luck
