A brand new tank should never leak. Whenever I fill a new tank, I gradually fill it about a quarter of the tank at a time) and then examine it for leaks.

New tanks will very rarely leak. The seals are fresh and all put on at the same time, so unless there's a major defect, the tank wouldn't leak. If it were to leak, however, you could either return it to the store for being defective or you could go through the manufacturers warranty as well.

If its brand new it should not leak. Keep the receipt and fill the tank outside and check for leaks.

the sellers will refund leaky tanks up to a year if you have treated the tank properly, ive never experienced problems buying tanks from petsmart or petco.

It shouldn't, and if it does, it will have some sort of warranty, so you can take it back and get your money back.
