is my collant level the problem?
Ok so I own a 2002 Ford focus zts and I turn on my car for about 15-20 min running and when I get in it's not that warm at all fella like 35-40 degrees F and well I noticed the the coolant level was below the minimum line so does it need to be drained and replaced orders could I mix it with another one just to fill it up?

Just top it up and repeat often until you cant add more to reach the reserve tank/bottle cold full line. One time won't due because the engine block need coolent to displace the air in it now.
The top of he block is where the cabin heater draws its heat from hot coolant. Thank you luck starts for35-40, too, because without cold outdoors your engine would have overheated and possibly been damaged with coolant so low. Recommend finding out wheree the missing coolant went to be checking for leaks.
