The newest questions are below the 'Answer', rather than 'Discover', tab on the main Yahoo! Answers homepage or any category homepage.
Discover is the default, unfortunately -- you'll probably have to change to the other list (Answer) to see the newest questions. Depending which format you have, the change may or may not 'stick' -- It seems to work better in the newer (round-avatar) format which is still in testing than it does on the older (square-avatar) format.
The 'unlabeled thumbtack' icon allows you to 'pin' your favorite categories to the list in the left sidebar so you can access them easily without having to navigate the main category > subcategory maze to reach the category/ies you prefer. You can click the icon to save the category you're in above the 'All Categories' option at left.
