I want to resize a picture for a website profile. It says 1 mega , how do I do it? Do I redo percentage or pixel?

In this case more convenient to use percentages. It depends on the size of your original picture and its quality.
Try different percentages (50%, 30% etc.) and see what are the sizes you recieve.
Try to use Batch Picture Resizer picture resizing and converting tool (see in comment).
It works well!

Open the image file in photoshop and change the pixel or percengtage and save it as *.jpg file thats all.
