what level is a good level to start going to freestyle ice times?

It depends on your area. More higher level skaters means you should wait until you have at least a few single jumps. If there are less higher level skaters, then probably at least waltz jump. Also, not if you take group lessons, you should have a private coach, in my opinion.
You should ask your coach. I'm sure your coach has transitioned many a skater from public ice to freestyle ice, so they know how rough it is at your rink.
Ahh, I remember my first time on freestyle ice, it was intimidating and I thought all the coaches hated me because I got in their way. Make sure you familiarize yourself with the etiquette.
