One, you could disable processes that are not required to run windows, but that would not speed up much, since the limiting factor is how fast your computer can fetch data from your hard drive.
So to make windows run faster, you need a faster hard drive. I recommend upgrading your HDD to SSD. Or even a hybrid drive. You install windows on SSD, and store all other irrelevant data on HDD. That is what I am doing :) Trust me, once you experience what SSD does to your computer, you will never what to go back to HDD.
