The power applied to the outlet is through the hot side which is through the circuit breaker back on the panel. The neutral provides a return path for the power. Even if the neutral has lost its path by being "open" the power is still there on the other terminal/wire until one switches off the circuit breaker. If your circuit has a ground as well, one can measure the power from the hot (black) wire to ground. It is, however, against the National Electric Code to use that ground as your neutral wire.
An open neutral can occur in an outlet circuit at any of the receptacles in that circuit. The wires are "daisy chained" (connected from one to another). If any of the connections get loose or disconnected in the daisy chain circuit, then everything from that point on will be messed up.
