Where do you register your car?
In the state your live in? Where the car resides?
My grandparents lived right on the boarder of Missouri and Iowa. They pay Missouri taxes but their car is technically always parked in Iowa.

If you were to lend a car to someone in another state would the car need to be registered in that state? Or stay registered in the state you reside?

You register a car in the state you live in. If you lend your car to someone in another that on a temporary basis they do not have to do anything. The owner of the car is the legal owner.
