It's a scam. If you lose your card your bank couriers a new card to you within 2-3 days and there is NO activation fee

If I were you, I would talk to him personally first before doing anything. When I say talk, I mean actually on the phone where you can hear and recognise his voice (ask him some questions only he and you will know)or Skype video call where you can actually see him the entire time. Not a glimpse of a shadow.

Just cancel the thing . And yes it could cost so much for some bank in some God forsaken country to give you debit card on behalf of another bank .
