    まだ、= still, yet

    怖くて= scared, afraid

    LINEをスズキちゃんに教えてもらったのに= even though (s/he) got Suzuki-chan's LINE address, OR even though (s/he) learned how to use LINE from Suzuki-chan

    使えない= can't use, haven't been able to use

    らしいです= I hear, someone told me

    "(Someone told me / I hear that) even though (someone) got Suzuki-chan's LINE address (OR, even though Suzuki-chan taught him/her how to use LINE), s/he is afraid (OR too shy) and can't use it yet."
