If oil is personally changed, who would this be reported to in order to have that procedure on record?

    You would need certified, dated, and verifiable video evidence

    and someone who personally witnessed the action such as a Notary Public

    or a reliable witness (Public Official) who was there at the time of the actual oil change itself.

    To then have the procedure Notorized, would make it official and able to be placed into a legal record.

    How do you change your personal oil? 8^)

    Where is this record? Is there some agency of government that keeps track of who changes their oil and when? If so then you'd get in touch with those people. Otherwise, you just keep a record yourself! My dad used to buy us a little spiral notebook with a pencil in the spirals, for every car we bought. We wrote down oil changes, tire, air filters, etc.

    Buy the oil and filter on or near the day that you change the oil and hang on to your receipts. Keep a log of some type with dates and service performed. If anyone wants evidence you can show them the receipts.

    Why would you report it to anyone? You could just make a note in the service manual.
