What should be the monthly payment on a 100k policy for WL and WUL not factoring in riders? Any thoughts on what a 28 year old standard tobacco would cost per month or should cost?

A...no such thing as "WUL." It's just "UL." A UL policy with a guaranteed premium for a 28 year old in great health and non-smoker should be in the $30-$40/month range. Make that person a smoker, and it should go to $50-$60/month. Obviously, there are many more factors, but that's just taking a rate straight from a quote engine using those factors.

Why would you be buying whole life at 28? Why not term?
Whoever is selling this to you is making some nice money off of the account, I would definitely look into term as an alternative.

There are so many factors to be considered but if you can get a tobacco rate under $150 for Whole Life, take it. If you stop smoking, you can always ask them to re-rate you when you are free of substances.
