purposely raised line tattoos?
A buddy of mine got a tattoo in Hawaii where the heavy outline is raised. Not like a normal tattoo that is raised a little while it heals these are large uniform raises intentionally on all the outings. what is this called and how is it done. It looks amazing in making it stand out I just can't find anything about it

This is not intentional. This is scaring form the artist not tattooing properly. A good artist won't do this to you. Only bad artists do this, and it isn't intentional. this is done with a specific needle with the tattoo machine on a specific setting intended for outlines. The needle is then used to push into the skin and causes such damage that the body creates scar tissue in those areas while healing the extensive damage that this artist wrought on your skin. This is not good and should never be intentional.
