I am trying to find out the subject of this portrait a Jewish Rabbi. Behind him are Passover Haggadah lines "To Him it is fitting". Help!?

Update:

I bought at an estate sale. The piece is 15.5" x 20" made of a wooden slab polished & painted, signed by a Roberto Liy or Ley. On the reverse is a brand burnt into the wood which reads (TM) (C maybe) G E R A de Arte ANAHEIM, CALIF. Any help is appreciated.

    It looks like a portrait of the Chofetz Chaim (Rabbi Yisrael Meir Kagan). Who the painter is or anything about that specific artwork I don't know.
