I believe that I can react citric acid with magnesium oxide (both suitable for human consumption) in water to produce magnesium citrate,?

so am I correct in that, and

can someone please provide the right proportions?

    Nope. If you want to make magnesium citrate, you need to use citric acid and magnesium hydroxide, not magnesium oxide. And the proportions would be 1 mole citric and 1 moles magnesium hydroxide. But why not just go out and buy it? It can be obtained without a prescription and is cheap.
