Is the seller on Craig list the government? If not the person who has it hasn't put it in their name, which means it isn't theirs to sell. Title jumping is not legal in GA or any other state.
Ask a couple of questions. Is the title clear? Is it in your name? If you get yes to both, don't consider buying.

The guy is "jumping" the title. That is illegal. If you are buying it from a person, then that persons name must be shown as the owner on the title. Since you say the "government' is shown as the owner then you would be foolish to buy this camper.
I have never heard of a "government" title ?????????????

Yes, the government auctions off surplus goods for pennies on the dollar. That's tax dollar.
Either way, you should not be getting the government title. He bought it and is supposed to register it in his name. What he's doing is title jumping and is illegal.

Let him title it in his name in his state which is the proper way then he is able to sell it. This sounds like a load to me.
